It is clear that the author wants to inform the reader of this wonderful advancement as he does not use persuasive techniques and does not seem to be driven by other motivation.
The viewpoint of the article is that this is a wonderful thing for all people. The author does present some facts to support this claim. For instance, he shows that the overall rates fell 1.8% (men) and 1.6%(women) in 2011. However, the author does not provide a source for where this information comes from, leading me to question the reliability of the source. Furthermore, he makes a lot of assumptions and uses the word "obviously" a lot. I am not sure if what he finds obvious is actually fact. Finally, he presents conflicting evidence when he states that it is possible we have no idea why cancer rates are falling in the first place.
